AWS Windows server SMTP configuration

I have deployed a AWS Windows server 2012 R2 on AWS EC2 instance and installed SQL Server 2014 on it.

The SMTP Virtual Server is successfully created. I changed the port to 587 since AWS has blocked 25 by default.

I registered a SES account and applied it to the SMTP settings. I tested the SES account in SQL Server database mail, it's working.

Port 587 in EC2 network security is open for both IPV4 and IPV6 and allow all connection to it.

And a new inbound rule in windows firewall is added to allow all connections to port 587.

The Telnet and Test-Netconnection test for EC2 port 587 are all successful.

But I still get the error message says can't connect to the SMTP server when sending an email from the Epicor ERP software Prophet 21.
