AWS User Setup

I need someone to setup an additional AWS IAM user for my AWS account. The IAM user needs to be able to setup new instances, use Lightsail and all the useual features required by developers.
They need to be restricted from setting up new users, editing other users or deleting other users.
I have an AWS Root account.
For security reasons I would like this via a remote connection application.
