AWS Terraform Expert needed to fix Easy error during deployment

I seem to have an error of a persisting AWS instance not letting my pipline to deploy to AWS. need help fixing this issue it basically says the instance is there when terraform should have destroyed it already. I think there should be an easy fix for this but I cannot find it need help
