Write a code for Quantisation Aware Training using Align quantisation technique for VGG16 model

I want a working code that implements Quantisation Aware Training using Align quantisation technique for VGG16 model with some sampling on the weights that we are quantising in the forward pass . Sampling is used here to pick few weights to be quantised rather than all the weights so as to improve the accuracy of the model
