Simple C# Algorithm to calculate the duration between two dates in either months or years

I am looking for help in developing an algorithm to calculate the difference between two dates in either months or years only.In our scenario we to include whether the calculation will be inclusive or not meaning if the start date is 01-Jan-2021 and the end date is
31 Jan 2021 if algorithm says inclusive then duration will be 1 month ,where as if it is not inclusive the duration will be 0 and it should work for any date.
