Scanner algo for Option trading firm

I usually hire an in house coder to create algos my firm trades stock options with. He's extremely busy so I'm looking to see if there are others who can do this as well as he does, but quickly. I am a trader so i'm not quite sure what would be needed but the algo's are built in the code of my platforms API which is called AQTOR. The platform is ACTANT. This is the project: A typical stock will have several expiration months. Each month has several options which are called strikes and there will be a market on each strike(ex: .50 - 1.00). I want to build a scanner where i can input the value of an option strike of one month vs the previous months and if the price of buying the longer dated vs selling the shorter one becomes lower than my input, it buys the spread. I created a basic picture in excel showing how i would value them. Inside of Actant is a tool set up exactly like this we would use to get the inputs which i set. As an example we'll use the 15 line in the picture. I have Mar set to be worth .05 more than the Jan. So if the mar offer price ever got to be less than .05 higher than the jan bid price, it would buy mar and sell jan. The prices are cumulative. I have mar valued at .10 more than Nov so if mar offer ever was less than .10 higher than nov bid, it would buy mar sell nov. The value under each month is the value of it compared to the previous month. Nov's value is set against August which isn't pictured because august is the first month and doesn't need to have a value itself. I understand this isn't in Python or C so it may not be exact. I'm looking for someone I can hire to make a basic version of how this could be done and if they can't use my API guide to create the exact coding then it will be a smaller project and they should get the equivolent in python or C and i will pay to have it converted.. If i find someone competent with this there will definitely be more work and it will be well within whatever hourly pricing you're used to. My goal is to get another person familiar with the framework i need this coded in and have that person start to take over my projects in a timely manner. Between upgrading the algo's i currently use and new ones my guess is i'll have 2 projects a month for at least a year. We value time over money. Once the job is understood and agreed upon we need someone who will work quickly and be open to dialogue if something needs to be changed.
