Need help designing scheduling algorithm

Given a list of tasks/assignments with due dates and durations, I need help designing an algorithm that schedules the tasks on a calendar such that the variance of the day-to-day workload is minimized. Tasks can be split as needed but some constraints include a minimum length of each part of a task and a minimum start date for each task. I can easily give concrete examples of what I want the algorithm to do but need help designing an algorithm to do it. Please contact me!
