Match algorithm

I want to have someone write code to mimic the match algorithm stated here: https://www.nrmp.org/intro-to-the-match/how-matching-algorithm-works/
I need to be able to give the application the name of n programs and m applicants and have the program generate matches according to the algorithm.
The final code needs to be released to me (meaning it can’t be hosted elsewhere) and the program needs to output both a final match list and a tabulation of each step it made to generate the match list (in other words, full transparency in the system).
I can read and code in stata and r, which would be preferred venues, but any language that I can execute successfully and continue to execute year after year without issues is equally acceptable.
