Implementing Matlab code for given Algorithm(Resource Allocation By using Hungarian Algorithm)

I should implement an Algorithm (Resource Allocation By using Hungarian Algorithm) by given parameters in the research paper mentioned below. Please go through the paper and try to implement both the parts i.e Resource Allocation and Swapping algorithm and obtain the results. I have already implemented half I can share the codes as well for further process.
