Creation of an algorithm: estimation of a consommation based on a past database

The goal of this project is to find someone who will accompany us and advise us for the realization of the project.
We want to create an algorithm that can calculate a theoretical current consumption ('a normalized consumption') based on current conditions.
To calculate this, we have available a database of past consumption with meter data in the past, explanatory variables (temperature, humidity, wind, building occupation, etc.).
We will award the project and work with the person who will provide us with a document explaining their method with as much detail as possible, their chosen algorithm, the reasons, their experience...
