Collusion detection

I am looking to hire a freelancer to develop an algorithm to detect collusion in numeric data. I already have a specific algorithm in mind and I am looking for someone to code it up in Python. The purpose of the algorithm is to detect anomalous behavior in numerical data. This code needs to be able to determine when multiple parties are trying to manipulate the system in an attempt to gain an advantage or an insider advantage. The algorithm should be well documented and ready for use in a production environment. Additionally, the freelancer must provide ongoing maintenance and updates as necessary.
