Algortihm Constucted for drviers bid value / Whether Bid should fire or not

I have a platform that connects van drivers with clients who have delivery needs of large items such as sofas, washing machines or even a full house move
We are trying to construct an algorithm that works out a bid value and whether the bid should fire or not
Drivers bids values are based on several variables
One of the difficulties we are having is working out the bid valuesbecause if the driver is goinmg in a particular direction on a particular day the bid value can be lower priced
Basically we are looking for someone to work this out for us, so that our programmer can code it
We have some basic ideas but we dont have the skill for this
We need someones help
