Algorithm Development for Product Data Analysis

I'm looking for a programmer to help me with a small project. The aim is to create a piece of code that can select a set of items from our inventory that match specified criteria (filtering, easy part) and then set/remove quantities to meet certain constraints/targets across the selection (like meet a budget, have a certain proportion be of a given colour, etc.).

There are around 8 input parameters. I estimate this will use dynamic programming and be a few hours work for a proficient algorithm coder.
