AES-128 decoding

The attached file is an encrypted I-frame of an h264 file.
What I know:
- Encryption algorithm is AES-128
- Encryption key is "CUSTOMER_04.190"
- Since this is an I-frame, the decrypted data must start with 00 00 01 or 00 00 00 01
I need to find a tool that would be able to decode the attached file.
