Payment will ONLY be released if the system works EXACTLY as specified
If ANY part does not work, payment will NOT be released
No partial payment
No “almost done”

2. 7-DAY URGENT ALERT

Message: “URGENT: You must act now or risk denial.”
3. MISSING DOCUMENT ALERT

Message: “You are missing required documents. Your application will be denied.”
4. WEEKLY FOLLOW-UP

Weekly SMS MUST trigger
If ANY of these fail → project is incomplete
