Email Triggered Power Automate Developer

I'm seeking a proficient Power Automate Developer to create an automated flow that triggers upon receiving an email. Retry logic for re-triggering emails which are not picked initially.
I want to create a retry logic which will find those emails in the inbox which have not been triggered and picked by inbound flow. The logic will find those emails and push them in the inbound flow so that emails can reach AWS.
Flow algorithim:
1. First we need to check when the email arrives in our outlook inbox which will flow continiously in our inbox of outlook.
2. Now we need to create an inbound flow to check whether any emails got stuck in the inbound flow and didn't reach to outlook inbox.
3. After that whatever the emails are coming in outlook inbox we need to check whether it's categorized or labelled or not.
4. Then we will store or update the email ID, email subject, email body, email categorized or not and Timestamp of the sent emails in an excel.
5. If it's categorized then we will pass and push the emails to our AWS and update the excel. If it's not categorized the we will send that particular email ID to our model in AWS to re-categorized or re labelling and then again resend the email in inbound flow to outlook inbox and update the excel with that particular message ID.
6. Now we will check the old emails which is not categorized or missed, if it's then again we will send that particular email ID to our model in AWS to re-categorized or re labelling and then again resend the email in inbound flow to outlook inbox and update the excel with that particular message ID for those old emails. In here we will check only those old emails by using there email or message ID's which arrives in the inbox in the last one hour.
7. After, that we will check whether any email got stuck in the outbound flow which is pushed towards AWS, if it's stuck then we will re-trigger and push those emails to AWS.
8. And lastly mark those processed and re-triggered emails which already went to AWS as read in outlook. What are the subtask for this?
