De-Pixelate Photo for Legal Use

I have a single photograph that is heavily pixelated and, at present, impossible to interpret. I need it restored to a clearly recognizable state so it can be submitted as part of a legal file. The job is strictly about reversing or reducing pixelation—no artistic reinterpretation or manipulation that could compromise evidentiary integrity.

They have indeed been able to accomplish effecting the motion detection on all of our cameras. We would like to see the 'images' of the lights they are using. I am pretty certain that the images of lights seen are from 'reflections' from the light source elsewhere on their property. The camera is placed on my property and the neighbor had a covered porch area where they may be shining from.
