AI based application Image and face recognition web application

I am looking for a skilled developer to create an AI-based web application for image and face recognition. The primary purpose of this application is for security and surveillance.
High Level Requirement:
1) Bulk Attendance IN/Out for Employee and Student by face recognition of more than one person at a time.
2) Attendance management using Oracle/mysql/MS SQl Server database
3) Image Recognition application
4) API to integrate this application to outside applications.
5) Backup

I am open to suggestions for the programming language and framework, as long as it can achieve a high accuracy of 95% or above for image and face recognition. The ideal candidate should have experience and skills in:

- AI and machine learning
- Image and face recognition technology
- Web development and programming languages/frameworks (if suggesting one)
- Security and surveillance applications

The application should have the following features:

- Ability to recognize faces and images with high accuracy
- User-friendly interface for easy navigation and use
- Real-time monitoring and alerts for security purposes
- Customizable settings for personalized use
- Integration with other security systems (optional)

Full source code ownership and its KT, Unit Test Document, Functional and Technical User manual will be required.
