1 General

Video Incident Detection System (VIDS) will be installed at the blackspots, accident-prone and other essential areas identified by the enforcement agency and other vulnerable locations. The images taken by the VIDS camera shall be transmitted to the Traffic Management Centre (TMC) / sub-centres through DTS provided by the Bidder in real-time. In the TMC, images are selectively shown on the monitor display of the VIDS workstation and VIDS monitor screen. If an incident occurs within the coverage area of the camera, the operator shall be able to control the VIDS camera remotely and check the status visually. At the same time, images from all cameras shall be recorded on the storage device in the specified period.
The system shall be capable of detecting the incidents (at a distance of a minimum of 150 meters from the VIDS location, in all directions) even in dense fog and other bad weather conditions. It is
desirable that the video of such incidents during dense fog conditions are available, such that the
incidents/accidents etc. are recorded in the best possible resolution and visibility.
The cameras shall be integrated with the Road Condition Monitoring module for the collection of road
condition data and statistics.

2 Monitoring function
a. The road and traffic condition video and images taken by VIDS cameras on the project shall be transmitted as video signals to the Traffic Management Centre through the communication network.

3 Incident detection
a. The VIDS system shall have an incident detection function and automatically detect incidents that occurred within its viewing area when the camera is set at home position. Incident refers to those occurrences of a slow-moving vehicle, stopped vehicle, reverse traffic, fallen object, poor visibility, vehicle running in the opposite direction, Cattle on Road, Pedestrian Crossing, etc.
b. The registration number of the vehicle and the vehicle number plate shall be automatically
captured for each vehicle by the VIDS system.
c. Video Clip of the Incident along with Incident type and DateTime stamp shall be stored in the server for the audit purpose.
