Lights ON or OFF?

I am looking for a freelancer to build an AI Object Recognition system for me using a microcomputer (Anduino, HuskeyLens, etc.) and a GoPro camera (portable). I need to know the instant a set of amber lights go from OFF to ON and throw a relay so I an start a process the instant the light goes from OFF to ON. My budget is flexible and I am open to offers.
