Automated Audio Transcription Desktop App

I am looking for a developer to build a private desktop application (MacOS) that listens to a publicly available scanner feed (automated dispatch voice) 24/7, transcribes the audio in real time, extracts structured call data, and sends push notifications to my phone when specific units are dispatched.
This is for personal use only and will not be publicly distributed.

Core Requirements:

Continuous audio processing of a scanner feed (automated/robot dispatch voice).

Real-time speech-to-text transcription.

Automatic extraction of:

Date and time

Unit(s) dispatched

Call type

Address / cross street (when spoken)

Ability to filter and only log/alert on specific units (e.g., certain ambulances or trucks).

Push notification sent to my iPhone whenever one of the specified units is dispatched.

Local dashboard (web-based is fine) to view:

Call log

Time/date

Type

Address

Units

Additional Notes:

The dispatch voice is automated and very clear, making parsing easier.

The application will run on my MacBook and remain private.

I am open to suggested technologies (Python, Whisper, etc.).

Reliability for 24/7 listening is important.

Clean, simple UI is fine — function is more important than design.
