AI Strategy Planner Web & App NZ and AU based only

I want to launch an interactive planning tool that works seamlessly in any browser as well as on iOS and Android. A guided flow will take each user through a series of text-entry and multiple-choice steps, collect their answers, accept uploaded documents, pull in optional third-party data through APIs, and hand that entire data set to an AI engine (OpenAI or similar) to generate a personalised long-term strategy with clear goals.
Once the strategy is produced the system must automatically break it down into annual progress plans, schedule concrete actions, and then track execution. Users will be able to update results over time, and the app will visualise progress versus plan so they can see where they stand and what to adjust.
Different permission levels are essential: think super-admin, organisation admin, coach/mentor, and end user, each with their own dashboards and editing rights.
I’m flexible on the exact tech stack, but a modern approach such as React or Vue with a Node/Python backend, PostgreSQL, and a shared code-base mobile app (React Native or Flutter) makes sense. Please leverage secure authentication (OAuth, MFA), clean API architecture, and cloud hosting (AWS, GCP, or Azure).
Deliverables I expect:
• Wireframes and UI prototypes for web and mobile
• Responsive web application ready for production
• iOS and Android builds prepared for App Store / Play Store submission
• Scalable backend with AI integration and role-based access control
• Admin portal for managing users, content, and progress metrics
• Automated tests, build scripts, and hand-over documentation
