AI Prompt Automation for Software Specs

I'm seeking an expert to create, refine, and manage AI prompts to automate the development of software specifications within an Agile framework. The goal is to develop specific prompts for each development layer- the tool would version control the prompts with the results obtained. The goal is have an improvement loop to get to the best prompts for each stage of development. Outcome would permit the user to select a group of prompts that will create the code for that layer. So in essence this is a prompt manager. I'm tired of rewriting prompts without a good org system that works towards better and better prompts.
