I’m building a public-facing portal that stores and presents policy information in a clear, searchable format. The site’s primary purpose is informational, yet it must go a step further by letting an integrated AI layer extract meaningful data analysis and insights from the underlying content.

***Please note this the below is an idea for now, I am totally open to something basic that hits most of these boxes as a start to help me visualize it. And could hopefully be the basis for future collaboration and depth going forward.

At a glance, here’s what the finished product should achieve:
• Store policies and their details in a well-structured, scalable database for a client.
• Offer client a fast, intuitive interface to browse, filter, and compare policies by country, sector (i.e. pharma), sub-industry (i.e. MedTech), and type of policy category (i.e. localization, harmonization, manufacturing, etc)., stakeholders involved, and implications. We would also like another segment somewhere for case studies/examples from other companies active in the markets.
• Using the policy data, run AI analysis to generate different things. An example might be visual summaries (i.e. cross-country comparisons of policy environments/openness), flag potential political or regulatory risks, and ideally be able to answer custom questions (simple is fine to start).
• Allow simple, secure admin uploads and edits of new or revised policies, categories, etc.

Deliverables (flexible on this as I'm not sure what is required - willing to see ideas)
– Database schema with migration scripts
– Responsive front-end tied to the data layer (React, Vue, or similar)
– AI analysis pipeline (Python, TensorFlow, PyTorch, or a comparable framework) exposed through API endpoints
– Deployment assets (Dockerfile, CI/CD config, basic hosting instructions)
– Brief but complete documentation plus a handover call

Acceptance criteria
1. Users can locate any policy within three clicks or one search query.
2. AI dashboard loads in under five seconds and accurately reflects the latest data set.
3. Admin upload triggers automatic parsing and the new entry appears publicly after moderation.
4. All components run without error on a clean install using the provided scripts.
