Multi-Agent AI Proposal Automation System Development
Budget: $250 – $750 USD
I need a senior AI systems engineer to build Phase 1 of a private internal proposal automation platform for my federal contracting business. The goal is to automate solicitation intake, structured requirement extraction, historical award research, pricing support, and draft proposal preparation inside one controlled workflow.
Scope of Work
• Connect to SAM.gov API or equivalent source to retrieve opportunities using NAICS, PSC, set aside type, keywords, and deadlines
• Download and classify solicitation files including PDF, DOCX, XLSX, amendments, and attachments
• Extract requirements from Section B, PWS, Section L, Section M, CLINs, and compliance instructions
• Build amendment control logic so only latest solicitation files remain active
• Connect to USAspending or equivalent award source for historical award research and benchmark comparison
• Extract comparable awards and normalize pricing data for operating assumptions
• Build structured pricing support logic outside freeform AI outputs
• Generate draft proposal shell including cover letter, executive summary, technical response structure, and packaging support
• Create review gate requiring human approval before release
• Prepare final proposal package for internal review
