Website for MRI/TK upload

1. Where I'm located the MRI studies are given out to patients on DVD discs.
2. patients need to either physically give the disc to the doctor or in many cases they are sending the discs the doctor so essentially a physical disc needs to end on the desk of a doctor to be read and then the MRI study to be interpreted.
3. I'd like to create a website where the patient will upload the contents of his DVD
4. Patient would recive a token (five character alphanumeric number) and he would be able to either dictate that to the doctor or send it via a text message
5. the doctor would be able to access this website and giving this alphanumeric number or token he would be able to download and then look at the study and interpret the study.
I need for you to implement this website on server of my choice – you can suggest a solution.

(along the way you will need to develop an app to help to zip and upload the contents of the DVD. The contents of the DVD are heavy – sometimes 2-3 GB and many files)
