AI Video Dubbing MVP Development

I want to develop a minimum viable product (MVP) for an AI-based video dubbing app. This app aims to help people who struggle to understand videos in other languages by providing fast and simple video translation and dubbing functionality.
The MVP will allow users to select and upload a video in MP4 format, choose the target language (starting with English and Hindi), and have the video automatically translated and dubbed. Once processed, users should be able to play back or download the output.
The deliverables include an APK or iOS build along with the complete source code. While batch processing support is not required at this stage, it may be considered in the future. The development timeline is 10–15 days.
