Multilingual AI-Based Conversational Chatbot Development

I'm looking for a talented developer or team who can create an interactive, multilingual AI-based conversational chatbot. This project involves completing a website built already using Framer to integrate with the below functionality. This project also involves building an iOS and Android app, telegram integration and integrating several key features, and ensuring high-quality performance across all platforms.
Overview: The chatbot would be a companion based on the mood of the user i.e. flirty, advice/therapist, best friend etc. The user will select the mood they are in and want the chatbot to respond in that same mood as well. Dependent upon the mood, the user may request a pic or video to help them feel better. All of this will be at the expense of the user paying a fee to interact with the chatbot.
I already have Framer built and the prompts, just need it to all come together.
Key Features:
- The chatbot should facilitate engaging and meaningful conversations, simulating real-life interactions.
- Voice interaction capability is essential. The AI should be able to understand and respond to voice inputs and respond using my voice.
- User authentication is a must to ensure personalized experiences and secure interactions.
- The chatbot should be able to generate, share and incorporate AI generated pictures and videos into conversations, enhancing interactivity upon users request.
- Integrate emotion detection to provide responses that adapt to the user's emotional state.
- I do want the chatbot to be able to detect such things as self harm, threats etc and then to disengage and not interact with the user anymore if that happens.
