The objective of the work is to develop and deploy an AI-driven voice agent to manage high-volume inbound calls to a political consulting HQ, made up of members who pay a subscription, and donors. The agent must provide natural, Australian-accented responses and resolve inquiries regarding membership, candidate endorsement, and party objectives without human intervention unless an escalation is required.

Technical Scope & Integration requirements:
• Voice Engine: Implementation of a low-latency Text-to-Speech (TTS) engine with a professional Australian accent.
• Intelligence Layer: Integration with the ChatGPT Language Model (LLM) to process State and Federal Constitutions and various federal, state and territory Fact Sheets to provide accurate regulatory advice. 
• Telephony Stack: SIP-based integration with our current Access4 and Cisco Webex infrastructure.
• Database Integration: Bi-directional sync with the NationBuilder CRM platform to identify callers and log interaction history automatically.
• Voicemail Recovery: Automated processing of the current backlog of several hundred voicemails to categorize and initiate AI-led callbacks.
3. Knowledge Base & Compliance Requirements
The AI agent must be trained on:
• Political Party Governance: The management principles of the various State Executives and the overriding power of the National Executive. 
• Membership Criteria: Eligibility rules (age, fees, and lack of electoral offenses) and processing requirements. 
• Electoral Compliance: Prohibited donor bans, expenditure caps, and dedicated campaign bank account rules. 
• Privacy: Adherence to the party's Data Security and Privacy Policy, as overseen by the General Manager.

4. Key Performance Indicators (KPIs)
• Resolution Rate: Percentage of calls resolved by the AI without human transfer.
• Accuracy: Zero tolerance for misinformation regarding candidate eligibility or donation laws. 
• Latency: Response time under 2 seconds to ensure a natural conversational flow.
5. Security & Risk Mitigation
• Data Residency: All call recordings and transcriptions must be stored securely within Australian jurisdictions.
• Escalation Protocol: Immediate transfer to the General Manager or National Executive for matters involving internal disputes or high-risk legal queries.
