Enhance AWS Bedrock Agents

1. The standalone Regression and RCA agent , should be trigger after the circle ci finishes load testing
2. integrate cloudwatch agent , perf review agent, jira requirement analysis agent to existing flow
3. integrate jira mcp server to bedrock and use tools exposed to log defects , read jira for user stories , commits etc
