URGENT: Fix React Voice Activity Detection Bug - - Files Provided

Voice Activity Detection is completely broken in my React mental health app for veterans. I'm providing all necessary files - fix it and get paid immediately.

- VAD code never starts (zero console logs)
- Audio recording works perfectly (245KB files created)
- Backend API works perfectly (tested with standalone HTML)
- React hook implementation fails silently
