Jira-Issue Tracking Plug-in

I'm seeking an experienced developer to create a Jira plug-in for issue tracking, specifically to integrate with Collaborator.

The plug-in should allow users to:
- Update issues
- Comment on issues
- List the reviewers of code changes
- List defects found as a numerical value

Ideal candidates should have:
