Video Quality Enhancement

I have dash cam video, was in car accident to realize the car in front of me was with the car behind me. The car behind me must have dropped cell phone hit the gas and slammed into the back of me so hard, knocking the trunk out of me car and the tendon out of my foot. The person dislodged their car from under mine backed up and drove down side street. The car in front on me I was pushed almost ito them so I as that close to them. They stopped, neve got out of car. But when they realized the car got away. They drove off. I was a block from home it's January 1 AM about to snow flurry. I was taking a video from the back of my car to the persons car parts and a car rolls up and starts talking to the officer, who they knew. After the fact I realized it was the same car that was in front of me. Because the hub caps and car are the same. He came back to ask the officer if I has a description of the person who hit me.
I just need a better view of the car in front of me and not sure what can be seen in the car behind me. I can't see in their car clearly. You can here the audio of the officer talking to the person and he asks what are you doing here and that is it. I just need anything that wil help me identify these to drivers or vehicles
I need a video enhancement expert to improve the resolution and clarity of my video. The current resolution is either 720p or lower, and I want to elevate its quality.
