MOGRT Creation for Dynamic Bullet Points

Hi, I need a clever motion graphics file created in After Effects, to be used in Premiere Pro. Please watch the attached 7 min video which details the exact requirements. This is very important.
The only thing missing from the video, is a note to set the composition as 4K 30fps and 5 mins long. Also the gap between the icons and the text to be the same width as the icon box width.
A brief summary of the requirements in the video.
- Set position, width & height of text box
- Toggle visibility of red guideline
- Transparent background
- Set font, font colour, font size and letter spacing for the whole list of bullets in one one
- A 500 x 500 px transparent PNG image loading box, for what will be used as the bullet points icons
- The icon 100% size width / height, to be determined by the font size height
- The gap between the icon to the text to be the same as the width of the icon (set from the above)
- To be up to 10 text boxes in the effect controls
- A box to type in how many bullets though will be used and displayed, eg 8
- When text spills over to another line (because of the box's set width), we can also set the line gap width within that bullet item
- The gaps between the individual text items needs to auto even out vertically
- Each box has a time box to type in when on the timeline the icon and text will start to appear
- To set the speed the text appears
- The text to appear letter by letter, with 3 different options. One option with a horizontal line at the bottom, one with a vertical line and one option with no line.
