Engaging Motion Graphics for Instagram Post

It is necessary to create a similar animation to the one in the attached file; it is an animated Instagram post. It needs to have the same elements as the attached animation, and the text should be the same. Just different effects should be used. I need someone who is capable of definitely finishing this within the next two to three hours. In the end, I absolutely need the original After Effect file.
