After effects animation of PSD file

I am looking for a skilled After Effects animator who can create a captivating animation for my PSD file. The animation should be less than 30 seconds in duration.

Animation Style:
I have text and peoples in the picture and spot light moving around the text and do some animation of peoples in the picture
