Adobe premiere foil shine effect

I'm looking for a knowledgeable video editor who knows how to create an animated foil shine effect much like the ones on yu-gi-oh cards or other similar trading cards. This is usually on the bottom right of the card and displays the authenticity of the product when you move the card against the light (please google it if you don't know how it looks. I need a similar effect to apply on QR codes inside adobe premiere. The solution needs to be scalable, which means I should be able to drag and drop the effect on other QR codes and not have to recreate it every single time. I'm also open to the idea of having it done in After effects but I'd rather not. Please leave me your proposals starting with FQR at the start of the bid so I know you've read the project.
