looking for commission based only affiliate

I have digital download for singing course exercises available for purchase. I am looking for someone that will be an affiliate and get payment from sales they have promoted only. The budget can be from $1 to $2 per sale for an affiliate to earn, the item sells for $10 and already gets cut down to $7 for other fees, so I am only earning $7 per sale of the site.
