Register on Rakuten affiliate japan.

Hi guys! I would like to register on affiliate.rakuten.co.jp. However, i'm living outside Japan and i'm Japan resident. I look for information, and it is said that you need to be Japan resident in order to become affiliate on rakuten japan.
