ads campaign for facebook and instagram

we want to run Facebook and Instagram ads for our firm (eCommerce website, and we need to target a specific audience and drive the user to the website. all reports we need, we don't provide ads account, anyone have to run campaign fro their account and report to us, and the targeted audience will be of us and UK based.
