Little advice for CPA advertising

Hi everyone.

Im looking to get leads (phone) in a landing page and call to user for complete the registry on my site or for complete a sale.

Are there a CPA network that do that, I mean once user complete the info in landing page, they call to user ?
Or
Exists a way to user CPA network for get leads (phone) and use an external service for call to user for complete a sale.

Basically im looking a CPA network + call center. I want call once I got a new lead for get better % of sales.
