Facebook Ad Set and Google Ad Management

I need assistance with managing ad sets on Facebook Ads Manager and Google Ads Ad Account. My current strategy involves targeting ads by specific states, and I am looking to develop an application that we can connect to via API that allows us to add and remove states for Ad Sets depending on demand for leads from specific states. The primary goal of these ad sets is to generate leads.

Key Requirements:
