Smooth My Screen Capture

I have an MP4 screen-recording that was captured with Windows Snipping Tool. Right now the playback stutters, frames drop, and the mouse movement looks jerky. I need the motion interpolated or otherwise cleaned up so the entire clip feels fluid from start to finish.
While you’re in there, please crop or mask out the thin toolbar that sits along the top edge—viewers should see only the application window, no UI chrome.
Deliverable is a ready-to-share MP4 that plays smoothly on any common player, keeps the original resolution, and has the toolbar completely hidden with no obvious jump cuts or artefacts. Any workflow is fine—DaVinci Resolve, Premiere Pro, After Effects, motion interpolation tools—so long as the final result is clean and natural.
