Annotate Personal Inspection Video

I have a raw video shot purely for my own inspection and I need it cleaned up by adding clear, unobtrusive text or on-screen notes at specific moments. No trimming, colour grading, or fancy transitions—just concise annotations that draw attention to the points I will list once we start.
You will receive:
• One source video file (MP4)
• A time-coded list indicating the exact frames where each note should appear and the wording for every annotation
What I expect back:
• An edited video in the same resolution and format as the original, with each annotation accurately placed and easy to read on both desktop and mobile screens
• A version history or project file (Premiere Pro, Final Cut, DaVinci Resolve, or similar) so I can tweak text later if needed
