Animated Flag Collage Video

I need a one-minute (or shorter) piece that brings 10–12 national flags to life. Each flag should ripple naturally as it swooshes onto a 1920 × 1240 canvas, one after another, beginning in the top-left corner and fanning out counter-clockwise until the screen is fully tiled. The background I want is a bright blue-sky image; I’ll supply that along with the exact sequence in which every flag should appear.
Smooth motion, believable cloth dynamics, and crisp edges are crucial, so I’m expecting work in After Effects, Premiere, or a comparable VFX-capable toolset. Please keep the run time tight, maintain full-HD quality throughout, and deliver both the final rendered file (H.264) and the editable project file so I can tweak timings later if needed.
