Photoshop Object Size Adjustment

I have multiple pictures uploaded. One set has people and dogs circled in blue. One set has them circled in yellow. And one image has nothing circled. looking for someone to edit the photos so that there is one picture that shows all the blue together. One image that shows all the yellow together. And the one image that does not have any colored Circle will keep those four people in the image. In addition to cutting and pasting people and animals I would like the size of the people and animals adjusted so that it doesn't look like the people in front have giant heads and the people in the back have little bitty heads.
