Photo Touch-Up Specialist Needed

I need a reliable photo editor to touch up hair and skin on a set of 1000 photos. It's likely that only about 500 will need editing. I'm looking for someone who can maintain a natural look.
Here's the deal I have 1000 photos to look at and touch up hair and skin on just the ones that need it. So it may only be actually editing 500 photos... I would like to pay $300-400 for the job.... I have gone through 200 photos and it's taking about 3-5 mins per photo to edit the ones that I do... and I am not fast at editing. These are pretty simple touch ups. I just need someone reliable to get it done.
