High-Detail Marker Art Restoration

I have a large, high–resolution scan of a marker drawing that was splashed with water. The file is supplied as a PDF and is well over 3000 × 3000 px, so every blemish is visible. I need the water stains, ripples, and any colour bleeding removed with extreme care while leaving the original marker texture, gradations, and hand-drawn character fully intact.

You may work in Adobe Photoshop (or a comparable retouching tool) as long as the final result is delivered back to me as:
• a fully layered PSD showing your adjustment layers and masks, and
• a flattened TIFF or high-quality JPEG ready for print.

Acceptance criteria
• No trace of water damage visible even at 100 % zoom.
• Colours, stroke edges, and paper grain remain natural and consistent with the untouched areas.
• No new artefacts, banding, or over-smoothing introduced.
