Subdivision Plat Overlay Visuals - by Sunday evening

I need visual aids that overlay new subdivision plats on existing ones to show changes in lot lines and sizes. I need this ready by Sunday 04/12/26 at 5 p.m.

The original subdivision plats are in PDF format.

Requirements:
- Basic outlines of both lot lines and sizes, then overlay plat onto larger master plat to show changes in lots -- there are about 30 (not 20) of these plats. So I will need to have the ability to zoom in/out of the map(s) to highlight particular areas for presentation.
- In addition to lot lines, maps should show prominent features, such as pond, lake, roads, clubhouse/pool, and lots that are designated for common area/shared use and for utility use (color coded)
- Clear, easy-to-read overlays adaptable to powerpoint

Ideal Skills:
- Familiarity with real estate plats or surveys
- comfortable with GIS software
- ArcGIS experience preferred
- Proficiency in handling PDF files
- Experience with creating visual overlays using your preferred mapping software (as long as the result can be displayed in PDF, JPG, TIFF, etc.)
- Attention to detail
Experience with putting these overlays into powerpoint or other presentation software would be a bonus.

Budget is up to $1,000. Willing to create and fund a separate project for help with compiling the powerpoint presentation, which has additional components.
