Recreate Logo to EPS Vector

I have an old logo only available as a low-resolution photo and I need it rebuilt from scratch as a clean, fully scalable EPS vector. The goal is to match the original shapes and proportions precisely while updating both the colours and the wording as requested.
Please redraw every element rather than running an automated trace so the final artwork is crisp at any size. When you deliver, include the editable .EPS (Adobe Illustrator compatible) plus a high-res transparent PNG for quick previews.
I will consider the job complete when:
• The new colours and revised text appear exactly as agreed.
• All lines and curves look smooth at 400% zoom with no pixel remnants.
